Well, it does prevent those too poor to muster the resources to get themselves out of state from having an abortion. Because the kind of woman who can't afford an abortion or the gas money to get to one is totally the kind of woman who can afford to take care of a child ya know! In Canada not only are they free, confidential, and available everywhere, we also pay for them through our universal health insurance. As long as our jack-ass conservative party doesn't have their way and send us back 60 years that is.
